If wave-A (of a Flat) on a monthly chart is shorter in time than wave-B but, on a weekly chart, wave-A is longer in time than wave-B, should the higher time frame still rule over the smaller?

YES because wave-A should never take more time than wave-B in a FLAT. What normally occurs, in such a situation, is what you thought was the end of wave-B (on the weekly chart) becomes part of a much larger, more complex pattern to form wave-B. In the end, this means the structure of wave-B on your monthly chart will become more complex and time-consuming.
